The winner is obliged to pay Withholding tax. Filer will need to pay 10% of the final bid price and non-filer will have to pay 15% of the final bid price. Filer is an active taxpayer. A person who pays taxes and is subject to a tax on income. Non-filer is a person who does not pay taxes and is not subject to a tax on income.
